The Kansai Airport branch is in Terminal 1 on the second floor, in the area before security. A two-piece box of butaman goes from 460 yen to 500 yen on 1 September.

The 551 Horai main store in Osaka is inside the Ebisubashi-suji shopping arcade in Namba.

The first floor is the takeaway counter, and the second and third floors are the restaurant. Beyond butaman you can order yakisoba and a range of Chinese dishes there.

The Namba main store sells anman, the red bean version, from 10:00, and char siu man from 11:00, both in limited quantities. Anman is exclusive to the main store; char siu man is also available at the Umeda Hanshin branch.

We took ours away and ate them at the hotel as a late-night meal.
One butaman is about 130g, so it is heavier than you would expect. The dough is fluffy with a slight sweetness, and there is plenty of pork and onion inside, moist and full of juice.

The yaki gyoza were crisp outside with a chewy wrapper. The pork and vegetables go together well, and they went well with the butaman.

You can eat 551 Horai at Kansai Airport too.
The airport branch is in Terminal 1 on the second floor, in the area before security. There is no 551 Horai in the departure area past the security check, so if you want it as your last meal before flying, stop there and finish eating first.

📌 Points to note
Between 7:00 and 10:00 the counter sells only the chilled packaged product, not hot butaman to eat straight away. Hot items go on sale from 10:00, and the restaurant opens at 11:00.
Butaman and shumai contain pork, and meat products are subject to animal quarantine when you carry them into another country. Clearing it takes paperwork such as a certificate issued by the exporting government, so at 551 Horai it is easier to buy only as much as you will eat before you fly.

On the day we flew out, at the end of the Osaka trip, we went back to 551 Horai one more time. Juicy butaman and shumai closed out the last meal of the trip, and I think I will still be thinking about them after leaving Japan.
