FAQ: festivals, autumn leaves and tax-free
Q. When is the best time to see both November festivals and autumn leaves?
A. The three-day weekend of 21-23 November. Weathernews expects the Koshu Kaido ginkgo avenue in Hachioji to reach its peak from around 20 November, and the Hachioji Ginkgo Festival is on 21-22 November. The Bunkyo Chrysanthemum Festival runs until the 23rd, so you can see both the ginkgo trees and the chrysanthemums.
Q. Is Shinjuku Gyoen closed on Mondays during the chrysanthemum display?
A. No. During the special opening period from 1 to 15 November, Shinjuku Gyoen opens every day with no closing days. On Mondays 2 and 9 November it is also open 9:00 to 16:30, with last entry at 16:00.
Q. Does tax-free shopping in Tokyo change from November?
A. Yes. For purchases from 1 November 2026, Japan's tax-free system switches to a refund method.
Even at tax-free shops you first pay the price including consumption tax, and when you leave Japan you need to have your purchases checked by customs before checking in your luggage. The requirement to spend at least 5,000 yen excluding tax in the same shop on the same day stays the same.
How the 1 November 2026 change works and how to get the refund is explained in detail here.
