Early November weather and temperatures
1 to 10 November: cool by day, chilly morning and evening
In early November the daytime temperature climbs to around 20℃, but mornings and evenings drop to the low teens. The gap between the two is what you notice.
Based on the Japan Meteorological Agency's actual observations at the Tokyo station from 2016 to 2025, the average temperature in early November (1 to 10) is 15.2℃, the average high 19.7℃ and the average low 11.5℃.

During the day a long-sleeved tee or a shirt with a light jacket is enough to get around in, but if you are out early or have plans that run into the night, bring a cardigan or something that blocks the wind.
Early November temperatures have varied from year to year over the past decade. In the warm years the average high went above 23℃, while in the cold ones it stayed in the 16℃ range. Check the latest forecast just before you travel.

Mid-November weather and temperatures
11 to 20 November: mornings and evenings go below 10℃
In mid-November the daytime temperature is around 18℃, but mornings and evenings fall below 10℃, colder than the first ten days.
Based on the Japan Meteorological Agency's actual observations at the Tokyo station from 2016 to 2025, the average temperature in mid-November (11 to 20) is 13.4℃, the average high 17.8℃ and the average low 9.6℃.
| Mid-November in Tokyo | 10-year average |
|---|---|
| Average temperature | 13.4℃ |

| Rainfall | About 16.6mm |

Compared with early November, both the average high and the average low come down by about 2℃. During the day you can get around in long sleeves with a jacket or cardigan over them, but if you set off early or stay outdoors into the evening, a light coat that actually keeps you warm is easier.
This is the period when the average low goes under 10℃. Packing for the daytime temperature alone can leave you colder than expected morning and evening. Actual temperatures differ year to year, so check the latest forecast just before you travel.

Late November weather and temperatures
21 to 30 November: single digits in the morning, time for a light coat
By late November the daytime temperature comes down to around 16℃ and mornings and evenings fall to about 8℃, a step colder again than mid-month.
Averaging the Japan Meteorological Agency's actual observations at the Tokyo station from 2016 to 2025, the average temperature in late November (21 to 30) is 11.5℃, the average high 15.9℃ and the average low 7.7℃.
| Late November in Tokyo | 10-year average |
|---|---|
| Average temperature | 11.5℃ |
| Average high | 15.9℃ |
| Average low | 7.7℃ |
| Rainfall | About 38.7mm |

Compared with mid-November, the average high drops about 2℃ and the average low about 2℃ as well. In the daytime a knit or long sleeves under a light coat works well, and if you are moving early or outdoors into the night, something warmer over the top is easier.
Morning and evening lows average 7 to 8℃, so a thin jacket on its own can feel cool. If you feel the cold, a light down jacket or a scarf, something you can add or take off easily, is worth bringing.
Temperatures vary from year to year. It is worth looking at the forecast close to your travel dates.

What to wear in Tokyo in November
Over the past ten years the average temperature in Tokyo has differed by about 4℃ between the start and the end of November. Adjust how heavy your outerwear is to your travel dates.
Early November
Early November has an average high of 19.7℃ and an average low of 11.5℃.
On many days a long-sleeved tee or shirt with a cardigan or a light jacket is enough during the day. If you are out early or have plans that run late, one light coat on top makes things easier.
| Suggested combination | Long sleeves + cardigan or knit + light jacket or coat |
Mid-November
Mid-November has an average high of 17.8℃ and an average low of 9.6℃, with morning and evening temperatures going below 10℃.
During the day a knit or a light jacket will do, but morning and evening are easier with a coat that keeps you warm. Plenty of indoor places have the heating on, so layers you can take off and put back on beat one thick garment.
| Suggested combination | Long sleeves + knit + autumn coat |
Late November
Late November comes down to an average high of 15.9℃ and an average low of 7.7℃, closer to the turn from late autumn into early winter.
A coat is comfortable even during the day, and for mornings, evenings or long stretches outdoors, a warm coat or a light down jacket is useful. If you feel the cold, bring a scarf as well.
| Suggested combination | Knit + coat or light down jacket + scarf if needed |
What to wear by period
| Period | Average high / low | What to wear |
|---|---|---|
| Early November | 19.7℃ / 11.5℃ | Long sleeves + cardigan or light jacket |
| Mid-November | 17.8℃ / 9.6℃ | Long sleeves + knit + autumn coat |
| Late November | 15.9℃ / 7.7℃ | Knit + coat or light down jacket |
Even within November, the difference between the first and last ten days is fairly large. Look at the forecast before you go, and if your plans are packed into mornings and evenings, pick your outerwear against the low rather than the daytime high.

November in Tokyo is where the end of autumn overlaps with the start of winter.
There is still soft sunlight during the day, but once the sun starts to go down the air turns cold quickly and the mood on the street changes with it. Since the gap between the first and last ten days is this wide, matching your outerwear to your travel dates makes walking around Tokyo far more comfortable.
Move a little earlier in the afternoon now that the days are short, and take a warm layer for the evening. Walking slowly between the cool afternoon and the chilly night can be the kind of thing you remember from a November trip to Tokyo.
